      What problem(s) existed that welfare to work was supposed to solve or lessen? 

      Employers in the USA have jobs available but people on welfare don't get offered or reach out to those jobs. The USA federal government wants to spend less money subsidizing the standard of living to welfare recipients. 

      What is Bill Clinton's solution? 

      If you financially support, subsidize, the labor of welfare recipients you give employers an incentive to hire laborers who are on welfare; and, after time employed the welfare recipient will no longer be applicable.  

      What didn't CLinton comprehend about labor? 

      1. firms throughout humanity hire human workers who have the lowest cost of living based on global scaling.

      2. firms throughout humanity prefer domestic workers who are migratory and sequentially can work at lower prices

      3. firms prefer using automation to eliminate any labor union costs or the fragility of costs of human labor based on various events in human life.

      Subsidizing or aiding labor works. you see this in auto workers for european or asian automotive plants in the usa. The USA federal government aids the foreign car companies, by not overtaxing or placing a quota on them, if they build plants in the usa , and hire workers in the usa , which is quite expensive for non statian car makers. Sequentially, the US federal government is subsidizing statian laborers in non statian auto plants. 

      Bill Clinton miscomprehended that the three points across industries don't fit the exact automotive industry model. Welfare to work couldn't stop firms from moving the help desk industry from the usa to india cause the cost of living in india is never going to be applicable for someone living in the usa. Welfare to work was never going to stop the southern california farming industry from hiring illegal immigrants instead of citizens of los angeles on the street cause , the migratory nature of illegal immigrants saves those farmland owners millions over time. If those farmers hired the citizens of los angeles they would have to spend millions in labor union dues over time. Welfare to work was never going to stop the complete automation of labor in many industries like computers cause no set of human labor will ever be cheaper than a robots. 

      Bill Clinton came from arkansas, one of the poorest states from the fifty. A white state, with few non whites as a percentage of total populace. Poor white towns in arkansas or the heaviy or falsely advertised black welfare mother in urban environments, for clinton's black voters, will never be a better option than an overseas worker in a poor country, a more desperate worker in the usa from another country, or a robot.

      The internet already existed but didn't have an infrastructure to reach out to the masses in the usa or beyond.  The USA didn't want to mirror the MiniTel attempt in France.

      Set up a global addressing allocation system. Have the federal government subsidize or pay for a vast amount of telecommunication lines, like what is being done now with fiber optic. Don't utilize any proprietary physical technology to base the internet on, ala what MiniTel did. 

       

      What didn't Clinton comprehend about the Internet?

      1. any industry provided an infrastructure it didn't build will be dominated by the most potent financial forces cause  in absence of building an infrastructure, the industry has less to no risk to invest in.

      Again, the automotive industry, or the railway industry before it, was built by the federal government.  Both industries prove that if the infrastructure is built an industry can live on top of that infrastructure and grow faster, than if the industry has to build its own infrastructure. 

      Bill Clinton miscomprehended that the automotive industrial collapse wouldn't happen to the internet, ala the dot com bubble burst, based on a false assumption that the modern stock market can protect industries from such collapses. And after such collapses it leaves a set of oligarchs in the industry whose practices are almost defacto dysfunctional or corrupt, ala the automotive big three in the usa, or online the am*zon/google/microsoft/apple/facebook foundation.  Yes, the rail and automotive industry infrastructures were built by the federal government but unlike the railway infrastructure the automotive infrastructure received multiple boosts,  the highway and then interstate highway. The automotive industry grew too much, and started to influence industries that it didn't need to. Railways have never moved less goods than cars but most people in the usa will never believe that. In the same way Clinton placed the original telecommunication framework and a second one for fiber optic is being placed now, the internet is being given a platform for overuse and like the railway system the post office is not being viewed for how valuable it is. Last year, the post office was overwhelmed. Like the railway industry went through in the 1970s or 80s. The problem with the post office financially is the same with railway. Shipping physical goods has never gone down in quantity  but its management has been allowed to rot while its similar, the internet has been overcompensated. Another problem with overuse is negative expansion. The automotive industry needs a downgrade. Too many car part places/insurance spots/dealerships. In the same way, too many websites. I don't know how much data the entire internet's arguments take up but already huge information warehouses exists to keep up the internet's instantaneous nature, that is expensive. To the social graces online, the railway , automotive industries are cautionary tales. When railways expanded it cut through native american lands/destroyed black towns in the same way facebook posts have destroyed families. When the highway and the interstate highway were built, each destroyed communities all across the usa, in the same way the websites built on the infrastructure of the internet the federal government supplied ferment chaos in homes/towns/communities as you read this. The history of the post office is analagous to the internet. Ben Franklin, supposedly someone the usa adores, made the post office because he comprehended that not everyone who is a fellow citizen is a neighbor. And, since that is true, the lack of communication between citizens can yield devastating results. Over the years the post office became dominated by the use of monied classes, who saw the profit in it by using it to brew negative communication, commercial letters and spam or pop up ads are the same thing. Clinton didn't even let the post office, a true product born in the usa, from its infancy, guide his thinking. the post office grew slowly. It wasn't fast. New states in the union didn't immediately get a postmaster, or access to the internet. But, when access was given it was one to one. Can you imagine if ben franklin said, I want to make a post office. But instead of addresses to each home, so letters can be sent between people/users, letters had to be sent to aprivate home that we each have to have a key to get in/ a la a website.

       

      In penultimate, thank the gods right:) , clinton in two cases used a solution that was never going to work and would yield inevitable results, thus he didn't comprehend either situation in a similar way. 

       

      In conclusion, as i dislike complaints absent solution, even in retrospect. 

      Welfare to work needed what to catch what clinton missed. Subsidizing labor is a common practice, but clinton missed the financial evaluation of the firms to subsidize labor into. Failing firms used welfare to work to leverage their bad financial situation, how can that help a welfare recipient improve long term, when that firm will close eventually. Firms in volatile industries used welfare to work. How can a lawn cutting firm in a nouveu riche community be a good firm, when no proof exists whatsoever that the community can stay that way, as the various financial implosions in the usa during or after clinton prove. What labors in the usa can't be moved overseas to cheaper labor, can't be acted in the usa by migrant labor, can't be acted by a machine? Those are the labors that welfare to work needed to subsidize. 

      Building the internet infrastructure needed to catch what clinton missed. Building an infrastructure for any industry to grow is not new, look at the pyramids or great wall of china. But clinton missed the damage of overbuilding or misusing the infrastructure. The interstate highway didn't improve the highway, it cut through the highway. The interstate highway killed towns it was advertised as saving. Why did so many people buy websites when they had a post office box already? The empowerment of the personal letter between people is what the ip address system provides for but the URL system killed it. The URL essentially was the interstate highway which aided big business more and large cities and killed many small towns. Do you build the internet's infrastructure as a highway, where all can access, or do you build it like a train track that can handle various loads and is safer or more cost efficient over time, or do you build it like a post office system that gives more freedom plus control to the individual?

      Thank you! Your explanation gives a comprehensive view of the United States business model. It is as if the Union won the battle, but the confederates won the war. It's time the rest of us wake up to "we hold these truths to be self-evident" that only the landowners and corporations are equal - and the rest of us serve at their pleasure. 

       

      As you've outlined here, it appears former U.S. President Bill Clinton's failure were features of the system under which we operate. It was the republican party that came up with the welfare-to-work program - and Clinton, who also wanted to overhaul the welfare system, signed it into law.  

      Your essay comes at the right time in my life - I doubt if I would have agreed or understood it had I not come to the realization this country operates as laissez-faire capitalism with slavery as an economic system underbelly.  

       

      Your observations resonate with me - I would have to research to fact check if they are more nuanced than factual - but as presented, It makes sense to me why billionaires should pay a lot more taxes since they've benefited from the infrastructure we all helped to put place.

      It's like we were are unwitting investors who've paid for research and development, paid for the infrastructure and production.  And now we also have to pay for the products too. What's worse, we don't receive dividends on our investment - instead, we worked ourselves out of an opportunity to receive compensation by selling our labor.  

       

      And those of us who are publishing with am*zon are nothing more than prostitutes working for a pimp. We create the product from concept to production, and we ask a third-party (am*zon) to deliver us to a customer. Then am*zon returns pennies on a dollar instead of the other way around.

       

      Dang, suckers in a hustlers' world.
