Every single country to attend the summit was in favor of Cuba's attendance. 32 countries voted in favor of Cuba being invited to the summit. Only two countries opposed Cuba's attendance, the U.S. and Canada. Outnumbered, clearly. However, U.S. and Canada vetoed the majority vote (which was the vote of 32 favoring countries) on the grounds that Cuba did not qualify as Cuba is not a "democracy" and that the summit was only for those countries that are "democratic". Again, the will of 2 countries outweighed the will of 32 countries.
