My comment

based on the articles, and my own comprehension beforehand. Many people had the idea for a memorial day at the end of that war. Who originated it is functionally a hard question cause that will require knowing who was the first to make plans as many celebrations at the end of the war between the states to memorialize the soldiers was present. But, while the first conceived is hard or near impossible to answer, the first on record can be achieved.
