My novel "The New Breed Reparations Sanctuary" suggests that massive payments of reparations would first require a nation-wide Petition for African American Reparations and Limited Self-Governance (as recited in the opening prologue and which mirrors the American Declaration of Independence). Remember, this is speculative fiction.
