The french speaking north + central america is an interesting history. From Haiti which became a free black empire , to Canada that became owned by the english after war, and then Louisiana which was sold to the USA. All three were derailed in some way. Haiti was derailed after Henri Christophe into a financial satrap of the usa+ western europe. Louisiana and Canada would be anglicized by immigration, purposed immigration, + government backed anglicization of everything.

Dunham's report is important because it suggest to the english government to copy two aspects of the USA, first its racial heirarchy, in this case, the english speaking over the french speaking, the representative government style of the usa, even if Canada at that time was still a provence of England without question.

"There can hardly be conceived a nationality more destitute of all that can invigorate and elevate a people, than that which is exhibited by the descendants of the French in Lower Canada, owing to their retaining their peculiar language and manners. They are a people with no history, and no literature. The literature of England is written in a language which is not theirs; and the only literature which their language renders familiar to them, is that of a nation from which they have been separated by eighty years of a foreign rule, and still more by those changes which the Revolution and its consequences have wrought in the whole political, moral and social state of France. "

Comprehend Dunham visited the USA so his views towards non whites was to inhumans. To suggest the French of Canada had a nationality one can hardly find another more destitute, especially in the American continent with First Peoples/Native Americans plus Black Descended of Enslaved shows you how tiered Dunham's view to humanity was.
