Merely because media in the usa tends to suggest that the only children who drop out of school in all of humanity is black kids in the usa, which some black people actually repeat. Second , us media has made it seem like people in the usa who didn't get vaccinated endangered the whole world, like everyone else on earth got vaccinated.
