Yeah Bill does look disheveled and yeah he could have shaved and dressed a little better for the on camera interview and at the podium.

Yeah he does seem very bitter, but keep in mind despite all his money and power he lost a man child to murder. Maybe he did not spend enough time with the young man and guilt is eating away at him gets on in age.
